Anyone suggest best affiliate program for Car Insurance,

also which one works better pay per leads or pay per conversion.

while i check CJ, it pay $5-10 USD per leads.

Pay Per Lead will probably pay the most as opposed to pay per click. MaxBounty also offers a few car insurance sponsors that pay around $10+/lead. If you can send lots of leads contact them and they can usually pay you a little more.
