Looking for developper to make a (google) world map website

Hello here,

I am looking for a developper who is able to develop a simple site where :
- Visitor has a question to answer such as "what is the temperature at your location ?", he answers 70
- The website shows a google map (api) with the location of the user (based on IP i think) and the temperature
- Optionally, The website may tell an average temperature for Texas, for France, for Asia ...
