Of course, good + cheap it not easy. ; ) A service I have used with some success is textbroker.com. If you sign up, search for author J.W. and place a direct order with him. Try him out. He has done some good finance-related articles for me in the past. You can also search for and order from author A-040500. He has done some good money articles for me too. Both are within your budget.
