Looking for tipps for buying a specific 4L.com DN that has not been listed on any website

Hello there, i've been lurking in this forum for a year and now decided to ask for help.

First some info and motivation:
I've been looking to buy a specific 4L.com DN for a year now.
It contains unpopular letters like C and X.
IMO it has no brand value.
The registrar is:
NameAlibaba Cloud Computing Ltd. d/b/a HiChina (www.net.cn)
Whois Servergrs-whois.hichina.com
Referral URL http://wanwang.aliyun.com
Statusok https://icann.org/epp#ok

No website or DNS records are online at the moment.

The DN has a special meaning to me because it would be the abbreviation of my .com brand name and I already own the .io TLD.
I intend to use it as a short name for technical backend services, not for my main brand website.

Now, how would I best go about trying to aquire it?
My idea at the moment is going with domainagents.com. My fear is that the owner is not intending to sell it at the moment and/or he gets a lot of requests already and is ignoring them. Also how much should i offer?
My budget is 1500$.

Hi

the best you or anyone else could do, is to send an email to the owner or the privacy address.
you could also put a backorder on it... if, the domain is expiring soon.

i would just ask if they are interested in selling the domain and if so, what is their asking price?
then you can proceed from there.

also, don't perceive negative value for any letter of the alphabet, as placement of them, can make a big difference in appeal.
ie: something like xcom.com is valued much different than oxcm.com
