My experience with PayPal on lufthansa.com has been very positive so far.
Buying tickets
I was forwarded from lufthansa.com to the PayPal page where I logged in with my PayPal account and used my credit card to pay (the CC was already known to PayPal, so no problems here). The amount was immediately reserved on the credit card but not charged until a few days after ticketing.
Until ticketing, the transactions were listed as "open" in my PayPal account.
One small inconvenience is that no ticket details appear on the CC statement, it simply says "Paypal/Lufthansa.com".
Canceling a ticket within 24 hours after purchase
I canceled one of the (non-refundable) tickets online immediately after buying it (made a mistake). I was not charged anything at the end (not even the TSC). The transaction remained "open" on the PayPal account for a couple of weeks, then disappeared without a trace.
Canceling a ticket before flight
I canceled another ticket one day before the flight. The refund was very quick (canceled on June 23, money refunded to my CC on June 29). The refunded amount was credited to my PayPal account and then automatically transferred to the credit card used to make the original payment.
So I am quite happy with this payment method so far.
