It appears that way. I had the same question, didn't see anything on godaddy's site, but at domain.me, it says they do give a refund if you don't get it. here: http://www.domain.me
I think whether you will get a refund depends mainly on the registrar you use. Some registrars will even allow you to be on an invoice mode so you pay for the names only if (and when) they become truly yours.

After Landrush closes, identical domain names requested by multiple parties will be auctioned between the requesting parties. Unsuccessful auction parties will receive a full refund on their Landrush purchase.
Has someone got feedback of his domains reg status for Landrush? Ordinarily there should be a bunch auctions on https://auctions.domain.me/default.aspx.
Any idea?
