It will depend on the demographics of who is using the site.
In the case that this demographic is easy to target with a certain product or service, rotate banner ads with affiliate programs pertinent to that crowd.
In the case that the demographic is very broad, or difficult to monetize from the merchant's point of view (i.e. pre-teens, not having credit cards to buy online on impulse), your best bet is CPM, going on a basis of quantity over quality.
