namesecure push problems

I purchased a domain from a fellow member here, and he attempted to push it to my NS account, but namesecure is now telling me I need a notarized document signed by both of us in order to do the transfer. Since the seller is in a different country I am hoping to avoid this mess - anyone have any experience here?
