Probably.

They use Oracle so it's not just for logins but for everything (Oracle is one of the most expensive databases that works perfectly with huge amount of data), so if database is down then everything is down (except for html/php pages that don't use database).

I am not too much into that, but it seems like classic root server error: "unable to resolve...".
I think the best way to get rid of such things in the future is to
bookmark not the names but original IP addresses of all important sites you use.
To find out an IP address type in MS-prompt: ping (www.)anysld.tld .
You have to be connected, of course.
