new ICANN fee?

I just reg'd a name with GD and was presented with something new. A new $0.25 fee by ICANN. Here is what GD says:

"Fee charged by ICANN

This mandatory fee is charged by ICANN (Internet Corporation For Assigned Names and Numbers: www.icann.org). and becomes effective on November 1, 2004. It is 25 cents per domain name registration year. Thus, the fee on a one year .com registration would be 25 cents. The fee would be 50 cents for a two year registration (i.e. 25 cents times 2). Additional years would be at 25 cents per year.

ICANN fees apply to .com, .net, .org, .biz, .info, and .name."

GD lowered their prices $0.25 so in effect the price is the same but... Just hadn't heard anything about it.

It appears the long dreaded "ICANN Tax" has arrived ... the $0.25 fee is real.

And it applies to domain transfers too. Oh this is going to get interesting when folks at some discount registrars suddenly get hit with these fees; ripoff artists padding the fees by inflating the amount, double-charging, etc ... lots of opportunities for registrants to be taken advantage of ... and for ICANN to become oversized and too powerful for its own good, but I digress.

Anyways, this is the first I'd heard of it, though I'm not surprised it came to pass ...

Hmmm, doesn't ICANN already charge 12 cents per domain per year to the registrars?

yes, I think threy already charge that.
My question is, are they charging 13 cents more (a total of 25) or 25 cents more on top of the 12 cents?

Increased for a total, complete fee of twenty-five cents.

Why is then GD asking or at least 'portraying' it as a 25 cent increase when it is a 13 cent one???
I wonder If others will follow (Enom???)

I don't see the word "increase" on GD anywhere.

Until now, they just ate the 13 cents. Now they choose to make you aware of the fact that there is a 25 cent ICANN fee.

ok, eating aside...
it wasnt anywhere before, now it says 25 cents.
to me, that is misleading.
