This may have been old, but it is new to me. I just got this email, there is no call to action, no one is asking you to log in or anything, but if you are curious, you log in to the "security center" and it is a phishing site.

Be careful... if you say you have attempted to log in and found out that you are at a phishing site, that means you have given them your real password. I hope you didn't really enter your real password. I advice you to contact paypal and change your password immediately.

PayPal always addresses their e-mails to the member's name, never 'Dear member' or anything generic like that. If you get an e-mail from PayPal not addressed to you directly it's a fake.
