New Rule About Where Domain is Reg'd is NEEDED!

If a domain is held at a non-english registrar (one that english speaking people cannot read) it must clearly be stated in sale thread. Name or registrar is not simply enough as 99% of people here I assume, presume it is an english registrar. Please comment...
