No, no one ever expects them to. They usually happen naturally when an empire has gone past it's pinnacle of achievement and runs out of steam due to a fat, lazy and complacent populace, whilst the military becomes stretched too thin.

And before you were born too. They spoke about a new world order when creating the UN after the second world war.
China seems to be the new industrial nation and suppliers of goods
Might have something to do with being THE LARGEST COUNTRY ON EARTH in terms of population and 4th in terms of landmass, and has the second cheapest skilled labour pool on the planet due to amazingly low costs of living.
China seems to be the only country with money to loan other countries.
Because they don't piss it away fighting frivolous wars against the wrong people, and also invest in nationalised infrastructure so they're not duplicating crap all the time, educate their population where possible, and have state sponsored
preventative healthcare so people are less likely to become ill in the first place whilst not paying for other forms of care.
The workers in china are some of the lowest paid workers in the world.
Yes, it's called remaining competitive by not having unrealistically high expectations of living standards. Even the working class in the US have a substantially higher standard of living than a lot of people in other countries. It's a level only sustained through cheap goods being manufactured elsewhere.
China will not be a third world nation much longer
China stopped being a 3rd world country in the 90s when the Communist party decided that making money was actually kinda cool, and only kept the Communist namesake to actually sell cheap Chinese merchandise of Che and Mao to naive American teenagers.
