Well, you do have traffic...

I would do one of two things.

1. If you have no idea how to do websites or anything, you might want to hire someone to make a site and write some content about these counties. ie..historical stuff, museums..whatever
2. Do it yourself and write content.

Then you contact local business and even people and ask some to link to your site if possible...maybe friends who own businesses with websites and other people you can ask for straight up advertising.

How to monetize..see if any of the businesses offer an affiliate program. Sign up for an amazon affiliate account and sell books and don't plater the site with adsense...just enough to still keep a professional look.

You could probbaly make anywhere from $20 to $1k per month, depending on howw you update and do your seo.
