NOT in .US Reserved List

I can't register names which are NOT in .US Reserved List.
Anyone can explain this ?

52k reserved names from Neustar, almost all cities and towns.

But I found that in a block of 100 they're not available.

yeah, it's in 800 - 900 range.
But NeuStar should put something in whois info, so we know it's reserved. Like Neustar did with 2 chars .US.
