It's difficult to say since it's a dot-org, and paving is very local business - one can't ship pavement. But I would guess even if there is not a major (national) paving non-profit organizaion that would pay a few thousand dollars, one of the small local paving customers might pay a few thosand dollars to be known as Paving.org instead of WestTexasPaving.com. I don't do keywords and don't know what it's worth as a PPC keyword.
