I just received this email today. The way I automatically knew it was a scam; it didn't come to the email address I signed up with, rather the email address I use for domaining.
From Email said:
Dear PayPal Customer, We recently contacted you after noticing an issue on your account. We requested information from you for the following reason: We determined someone may have tried to access your PayPal account without your permission. This is a third and final reminder to log in to PayPal as soon as possible. We appreciate your understanding as we work to ensure account safety. We encourage you to log in to your PayPal account as soon as possible to help avoid this. [PAYPAL_LINK] We thank you for your prompt attention to this matter. Please understand that this is a security measure intended to help protect you and your account. We apologize for any inconvenience. Thanks, PayPal Account Review Department
This is an HTML email so the [PAYPAL_LINK] displays http://www.paypal.com but the actual link is a phishing site.

Beware!

Things like this are always going around. Whenever in doubt (even if you're not) - just type in the site's URL into your browser directly especially when it is dealing with anything money related.

I hope you forwarded the email to [email protected] or [email protected] (not sure which one is active).

I think it's [email protected], but may be wrong.

One sure sign that it's a scam, no matter which email it is sent to, is always when it begins with "Dear PayPal Customer", rather than "Dear Your Name".

I think I've gotten 3-4 similar messages every day, the last 5 years or so...

I forwarded it to all three emails provided here, all but spoof@ bounced back to me. Hopefully they get it and can do something with it. Some poor unsuspecting person could lose lots if they have their credit cards and banks saved.
