Amendment to the PayPal User Agreement



Effective Date: June 8, 2009

Pilot Program that will change your default payment sources (section 3 of the User Agreement)

Some PayPal users will receive an email from PayPal informing them that they have been selected to participate in a pilot program that will change their default payment sources for a 12 month period. If you are selected to participate in this pilot, your default payment sources will be changed as follows:

Not “required” to use your Balance when sending a payment. Right now, if you have a Balance in your PayPal Account, you are required to either withdraw your Balance, or use it to fund your payment. If you are entered into this pilot, you will have the option of changing your payment source at the time you make a payment even if you have a Balance.

Bank before Balance. Right now, if you have a Balance in your PayPal Account, you are required to either withdraw your Balance, or use it to fund your payment. If you are entered into this pilot, you will make payments from your bank account instead of your Balance. In addition, you will have the option of changing your payment source at the time you make a payment even if you have a Balance.

Credit Card before Balance. Right now, if you have a Balance in your PayPal Account, you are required to either withdraw your Balance, or use it to fund your payment. If you are entered into this pilot, you will make payments from your credit card instead of your Balance. In addition, you will have the option of changing your payment source at the time you make a payment even if you have a Balance.

confusing.
But i also saw paypal issue some changes effective in June that make it fee intensive to do business with relatives or contacts without extenuating additional fee charges.

Wow, sneaky indeed. I see no point paying with credit card/bank funds if you already have PayPal funds. You get no interest at all, so there is no reason whatsoever to keep funds in your PayPal account.

PayPal, of course, gets interest from your balance, so it's in their best interest to keep you from spending it. :-/

No change for me. I always transfer my balance out of there anyways. No sense allowing them to make money off of mine when I can. Lets not forget there lack of support if anything should happen to your account.

so how come i don't get cash points for purchases made with paypal funds (actual cash) and people wh are charging with credit get points?

You can't do a chargeback if you pay with paypal balance... best to leave all your options open especially with large purchases.

also, most credit cards offer cashback.. so if you're buying inventory it doesnt take long to get $1,000 back depending on how much you spend... paypal does not offer this.


always pay with a credit card through paypal whenever possible... even bank account is better than paying with an existing paypal balance which leaves you no almost recourse if u get ripped off. paypal's "protection policy" is a joke when compared with credit cards.

I did not receive it. I got it from another website where people are discussing how negative it will be since every one knows Paypal record when it comes to fraud and now your bank account is at risk.

actually the opposite would be true. its easier to recover funds from your bank account or credit card than your paypal balance.

rarely do i ever pay for anything with a paypal balance.. its just not a smart practice.
