pc optimizer pro - what is this? Do we need this?

on my Windows 7 PC I keep getting a message that I need to buy "pc optimizer pro"

Not sure what is the use of this and who is the publisher etc..

Any advise on this is appreciated.

Best advice, don't buy anything that has "Optimizer" in the title.
