I could see it as a possible social networking site, but then you're looking at branding, advertising, and setup/programming costs.

The easiest way to develop .mobi's at the moment IMHO is to put up information that people will want to get and use from a phone. After you see traffic then you can monetize. The only thing someone who types in phonelines.mobi is going to expect to find is something pertaining to actual phone lines.
Information like chat, shopping, weather, traffic, humor, customer service, jobs, counseling, etc., etc. lines, and maybe even different kinds of phone service, too?
Now, it is true that the literal meaning of "phone lines" is an issue, but even in the sense of "phone service" that by no means is simply "physical" lines anymore, which in context appears to be what you might be trying to "suggest." So, yes, the idea is to provide or "facilitate" exactly what you say in the more figurative sense, and also the literal, and then hopefully receive steady new traffic based on the various kinds of "lines" visitors discover available. And if anyone has good ideas not mentioned or thought of yet to share, I'm still all ears. The line is open...
