You only pay if pool catches the name for you. If you are the only bidder you pay a flat fee of $60. If pool catches it and more then one person has bid, the name will go to auction and be sold to the highest bidder.

you have to have backordered the domain name before it was caught to be able to see the auction..

If you have bid on a name and lost, you can also look and see what the high bidder bid as a proxy. This helps to show what type value the domain may have had to them. This can be useful in name valuation even if you lose. Here'a a couple examples from the last couple weeks that I bid and lost in auction at pool:

Domain - Winning bid - High proxy of winner
excavating.info $425 - $700
surveying.info $695 - $1200
BusinessPlan.info $250 - $1500
Handgun.info $200 - $610
Bullets.info $160 - $200
Rollerskates.info $300 - $350
Circuitboards.net $317 - $760
Decals.info $270 - $550
Crop.info $360 - $410
Theme.info $90 - $660
PostageMeters.info $260 - $350
Sewer.info $261 - $300
Golfcarts.info $210 - $550

Goes to show there is value in good keyword .info names.
