question about drops

when you register a name and then decide to return it within the grace period, does that domain appear in the drops like normally expiring domains?

also, i notice there is no 'new thread' button in the dropcatchers section of the forum and the last post was from last year. what's up wit dat? is it locked?

The name is deleted at once and available for registration again, it does not go through redemption. That's the reason why kiting can take place (registering and dropping names repeatedly so you can taste them without paying).
