Question re: cancellation

I read that companies register lots of domain names to test traffic and can cancel them before 5 days go by to receive a refund.

Can individuals do this? If I cancel a domain immediately after registering it, would I get a refund?

i believe only registrars register domain are able to get their refund within a certain period of time. all other companies and individual cannot refund their domains.
