does google penalize a domain, for being parked ? at a traditional parking company with only text link content and one picture?

thinking of developing some domains as minisites and am wondering whether domains that i have parked previously will be penalized in google for having been recently previously parked.

The reach for Google (ppc in general) is strong, they're not interested in penalizing parked domains. If they were, you would see a steep decrease in their stock price. Parked is fine and not considered spam, however, you don't necessarily gain quality points for page rank. The prior post is correct, choose good keywords; choose a good title (unique) and good description so that when you develop a mini site, it won't shock the rankings. Transition is key when going from parked to developed web site. Of course, this is going in the direction that you are thinking long term.

even if the name was blocked, you can get it unblocked and re-indexed if you contact google.

& to answer your question, in our experience google does not give very favorable positions to parked domains. whether that is a penalty, or just a good algorithm is a matter of opinion...

How does one know if Google has blocked a domain name? Is there an easy way to find out?

It's really just if you search for your site (i.e. by typing in your domain via Google) and nothing comes up. Or, say, you used to have 1,000 pages (if it was a big site) coming up, and now it's much less than that showing up, etc.
