I'm looking for a script for people to submit ratings on locations.

They should be able to enter the location themselves (for example, hotels, amusement parks, restaurants, stores, etc.).

Categories that people select can be above and I'd like to see if they can enter the address so people can search by zip code, too.

Customizable is a plus (I'd like to be able to ad my own ads etc..).

Is there a good Joomla plugin for this (I'd like the site to be based on Joomla but it's not required).

If it's on WordPress, we've had good success with GD Star ... powerful, stable and mature software.

Can't comment for Joomla - we run a few sites, but not enough with rating systems.

I think it depends on what kind of LBS you're trying to deploy - something like Foursquare / Gowalla / Yelp or a more niche site ?

In a nutshell, people can list:

Title (the name of the place)
Location (city, state and/or zip code)
Categories (restaurant, theme park, venue, airline, store, etc.)
Rating (1-5 stars)
Comments (text field - I'm sure most will allow me to set limits).

It's for a niche but the niche is the people submitting the information, the places are going to be very general (and everyday places).

I looked at GD Star and it looks OK but it's WP backed so it might not be easy to get people to actually write blogs about the locations (in a nutshell, that's what they're doing).

A similar example would be a site for cyclers and a site for them to go in and rate parks, cities, etc.. around the USA about how cyclist friendly they are (this is the closest I can think of right now).

Use the Wordpress GD star rating plugin with the ReviewIt theme on themeforest.

With a few tweaks that'll give you what you need.

The issue with that is that it looks like people will have to log into the WP site and, pretty much, write a blog post about what they're reviewing. Then, I'd have to set up categories for states, types of places, etc.. I've spoken to a few people who would use my site and this option (logging into WP, having to go into and write your own post etc..) isn't that appealing to them.

Yes, this is very similar to most rating sites (like epinions and general "review" sections of store-sites) but I don't think many people would be able to use this easily.

Stand-alone (IMO) would be the best option for this.

With the review sites, you log in and click "write a review" (or something similar) and you go right to where you write the review. With WP they'd have to log in and then they'd have to figure out if they want to make a page, post, link, comments, etc.

I looked at Sobi2 but it just doesn't seem to have everything I want. Also, to have close to what I want it would be a lot of $$$ for all the plugins - it would be better to go with jReviews w/ one or two plugins.

Agreed - SOBI2 is a bigger $ and dev/integration effort, so if the project is primarily review/rating oriented than JReviews would be the more effective choice.
