I thought BelgiumDomains is a facade for a company that performs domain tasting and kiting? What customers are they talking about?

Thats true, but yet another reason why GTLD should not be managed under any country jurisdiction. Especially not US with their over-litigative system.

Maybe VeriSign (or whoever will manage the .com Registry by then) could buy
an island and do business from there. :D

Yes, managed by Verisign. So no change to recent status quo except it would be outside any jurisdiction.
I think WIPO is fine instrument, everyone can do WIPO a domain, it does not cost that much.

But Verisign is an American corporation. Unless you have a committee based, say, in "neutral" Geneva, Switzerland you won't be able to achieve corporate neutrality.

They would be just hired managers. If I'd have fund in Cayman Islands and would hire Goldman Sachs to manage it, it still be in CY jurisdiction although GS is US corporation.

Again: they would be just managers. Servers might move to inside UN building in NY.
