Reliable and cheap offshore hosting

so my friend mary and jane built website a that they wants to host in Netherlands.
its a .org and a very clean name; but to be safe they want to host it in Europe.

any good ideas for such hosting plan. Shared plan, as cheap as possible. But of course willing to pay a bit more for a really nice hosting setup.
