Residency rules for registering ccTLD's?

Recently i've looked at the whois on 2 .us domains I was thinking of buying and I noticed one was registered to a Canadian, the other was registered to someone in Hong Kong. I thought there were rules in place that you have to reside in the country of the TLD you want to register. Not just .us, but all of them. Is this just a myth?

Each ccTLD have their own rules. Some are relaxed, some are super tight.
For .us being a national or resident is enough. But there are other ways to qualify. There is nothing wrong with a Canadian owning a .us if they have some sort of "local presence" for instance, it could even be a dual national.
If you look at the whois output for a .us name check the nexus code, this will let you know under which category registrant declared that they qualified for registration.
