This has long been coming and discussed.

The NSA revelations (admitted and denied) has added fuel to the global governance issue. And rightly so.

But ICANN is such a massive cash cow, loosely regulated, and under no real oversight as far as I can see. The idea of self-governance has simply given way to loosely self regulated. ICANN has repeatedly thumbs down any regulation or attempt to slow down the release of new names to the disatisfaction of the FCC and other regulatory bodies - including the US congress. They almost seem to be their own island adrift at sea under no laws of any nation.
