Hmm ... maybe and maybe not. I have accounts that had never been used (no inbound or outbound mail, nothing) but got their own invitations; then I have accounts which are used (send and receive) on a regular basis, but yet have not got their own invitations for ... about a month now. According to gmailswap.com, you can never tell:seeker said:ok, the invites on your account (show up in red) only come after there is some activity in your account.
The logic dictating who receives these offers is unknown to us - it probably has something to do with pigeons, random luck, manfruit, and the elder gods.
For the first part, I can fill you in with some tricks.

just make sure you get a few emails a day (the more the better). that seems to have done the trick.
In fact, from just 1 account, i have already sent out about 4 invites within the last 7 days.
