I wonder what unlisted registrar could create such a "restricted" domain and why... This is current record for previously dropped domain

I am not sure but I have only seen that info on adult related domain names for .orgs. I am thinking that it is the new registar attempting to clean up .orgs as they said they were going to and not allowing them to be renewed. Although I could be completely wrong :)

Is this perhaps for all newly registered .orgs - just indicating that there can be no transfer, deletion etc for 60 days?

I would quite like to know as this appears on at least some of my newly registered .orgs

This is almost the standard output from PIR for all ORG's at the moment..

Your domain appears to be missing the referring whois server, so presumably it's has just been registered.. Here's what you generally see:

Whois Server:no referral is the most strange thing in this output.
So it is not possible to determine sponsoring registrar. All accredited registrars must actually have whois servers submitted during registrar accreditation process. So this domain name - with no whois server for sponsoring registrar - might be created by PIR itself? No sponsoring registrar exist? R1238-LROR - 1238 looks like too large number....

I guess PIR assigns that so-called "registrar" to deleted domains.
I wonder how long to expect "deletion cycle". A lot of domains has
R1238-LROR "registrar" and those domains are "renewed" for two years.

So basically you have to do the whois at the register where the domain is registered.

No, now I understood this is new output for deleted domains which are not available for registration yet. View carefully at "registrar id R1238-LROR"
This is not real registrar, but a place where they link deleted domains at PIR

If the domain is registered - YES, it is necessary to look at whois of registrar
If the domain is deleted, like that one in the beginning of the thread, it will finally arrive to "registrar id R1238-LROR" which is not real registrar, but PIR-collected deleted domains.
I can also undertand why does those domains have 2 years period. First year appeared when PIR instantly added a year to expired domain, second year was added when PIR performed so-called transfer from original registrar to their own "registrar R1238-LROR"
