Anti-Cybersquatting Consumer Protection Act, that makes it illegal to register, traffic in or use domain names with bad-faith intent to profit from the goodwill of a trademark belonging to someone else -- to cybersquat.

The extent to which the domain name consists of the legal name of the person or a name that is otherwise commonly used to identify that person

Have I done a bad thing here?
Well if I set up a non profit forum or something,
would that mean squatting?

Normally owning the name of a celebrity in a domain name form is a bad idea, as their name is considered their property for promotional purposes. It's basically a common-law trademark. If you are in the US you violated a law. If you are elsewhere, chances are likely that Ms. Volkova can start a UDRP dispute against you and probably would win.

The only way to really be OK is if you write to her or her management and ask if it's alright to use the name for a nonprofit site. With a lot of luck maybe they'd make you the webmaster of an official site, if you have those kind of skills.

Like when Julia says, "Hey, that's me, how can someone else own this name, that's not fair!" and files some forms and an arbitrator says, "She's right, that is her, this other person shouldn't have the name." and takes it away from you.
