it's always the problem with the transcription from non-Latin alphabets
osama is actualy oosama, or usama
al qaeda is al qaida or al kaida
and Горбачёв is gorbatchov not gorbatchev
so i don't exactly about the chinese, it may be a similar case

There used to be a time when Google even tried to correct my Canadian/UK english spelling with American english

So yes, a typo isn't necesserily a typo, depending on who uses it. Like macao/macau

But in terms of Chinese these days, most of the time, you should go with the standard pinyin spelling.
