If CIRA simply could not handle dropping 26 000+ domains while synchronizing the new registrations with the registrar partners, how does it expect to deal with over 30 000 domains next week?
When CIRA is not able to keep up, it is logical they might decide to lower the bar and simply do daily releases of TBR domains since this should reduce transaction velocity.
There is nothing inherent in the EPP system to prevent CIRA from simply dropping TBR domains continuously around the clock and throughout each and every day.
However, that would likely be contrary to their special interests.
