How soon after I register a domain name with a registrar can I transfer it to another registrar?
 
Most any of them you can transfer instantly after you register the domain, but there is a couple that make you wait 90 days before you can transfer it , but if you wanted to sell it then you could have the buyer create a free account at that registrar and just push the domain into their account.
 
As far as I know, all registrars require 60 days before you can transfer a domain to a different registrar.

Can anyone confirm categorically that there are registrars that allow transfers transfers to a different registrar before the 60 day period from registration has expired?

Transferring to a different registrant is of course a different matter, and many if not most registrars have some mechanism for this, but keeping the domain at the same registrar.
