Doesn't ICANN require them to approve transferred domains unless denied by the registrant? Aren't they breaking ICANN policy?

Because of the changes made to the registrant contact information, the domain cannot be transferred at this time. On December 17th, 2005, the domain's registrant contact was updated. According to GoDaddy policy the domain cannot be transferred until 60 days has past since the last registrant contact change. This is stated in our legal agreements. You will find the relevant part of this agreement quoted below.

AFAIK, if you make signifacant changes to the whois, it invokes that ICANN 60 day policy. They are just following the rules. They are losing business because of it for tansferring domains to them.

Interesting I have never had such a problem at another registrar.
Next time I buy a domain from a seller that uses GD I will tell the seller to unlock the domain so I can transfer it to my usual registrar.
