UDRP procedural issue

Does anyone know when exactly a UDRP is deemed to have been submitted ?> And what amendments are allowed to that once it has been assigned a number although not formally sent to the Respondent ?.

When you have been send a commencement date.
No amendments are allowed.
If it has been assigned a number and you have not send it to the Respondent then did something wrong...
