.Us - really need to be us citizen to register?

Is it really necessary to be an US Citizen to register a .us?
Will they take it away if I'm not?

seems like most interest in dot.us is from outside US because dot.com is pretty much the adopted ltd for usa

It seems that I don't fit in any of the 3 categories. I just wanted to open a website with a .us extension, but I don't have any direct relationship with a company in the U.S.
