If you find an available domain name in a .net or .org and the .com is taken but parked, is it worth it to register the .net or .org?

For instance, if you find homesearch.net is available but homesearch.com is parked does it degrade the value of the .net....besides the obvious of the .net being worth less to begin with?

(These names are both registered and I'm just using them for this post as an example)

I've the same doubt you have until some months ago.
If you own a strong .net and the .com is parked...develop it soon!!

Not necessarily. The available net/org space is suitable for mining but you've proposed a weak strategy. Millions of available net/org names meet your criteria, but the associated parked dot com names are worthless - low traffic, nonsense grammar construction, etc. Be more selective. Focus on high value keywords. As said above, development is the best option for keyword net/org names.

For instance, if you find homesearch.net is available but homesearch.com is parked does it degrade the value of the .net....besides the obvious of the .net being worth less to begin with?
The parked dot com doesn't devalue the dot net, if anything it strengthens your net/org sales position because the target customer can't hand reg the dot com. If you develop your net/org, remember that the parked dot com may someday be developed and bump you down one listing on search engine results, no big deal. Good luck!

The problem is though, the more you develop the .net domain, the higher the .com will be worth.

A year ago I started developing a .org domain but before I started developing it I had already started talks about aquiring the .com. I knew that the value of the .com would get higher and higher and if the .com owner knew that the .org was developed he would be more likely to ask for more.
