It would have been very difficult to justify handing over dot com when nobody else reached the required standard to takeover the dot net.
However, I feel Verisign could be doing more to push things forward. Pushing through the implementation of the First Level of IDN is something that should be being made a priority, and I feel should have been made an explicit target for them during their next period of tenure.
