Any one can put up a pre-registration webpage and see what happens. It happened with .INFO and with .BIZ. Note what is indicated about the fact that no .EU registry was selected, thus no pre-registrations possible at:

http://www.emerion.com/news/?00003

.eu domains: The schedule for preregistering .eu domains with emerion [blank]

Actually a dot-eu domain names cannot be preregistered right now. To register a domain name a registry is needed that will maintain the top level domain "eu". A domain registry has not been designated from the commission right now. The official bid for the registry has been closed at Oct. 25th, 2002.
The commission lets examine fast by a consulting firm since November 25th to take two to three applicants into a final round. Technical stability and also the respective competition position is considered. A preregistration will only be possible as soon as a registry starts operating. Probably this registry will introduce several queues for the preregistration, similarly to the info and biz registries.

Does anyone know otherwise?????
