Naturally, this is nothing new but have not seen it in awhile.
Typically, you can spot a phishing attempt almost immediately when there is a time limit imposed. These crooks want to add a sense of urgency or doom (account closure) to get you to act right away. Their success is in those that fall for this phish attempt before they are shut down.
BEWARE: The page you are supposed to open prompts you to enter you name, birthdate, mother's maiden name, and every other incidental about you possible
We are unable to activate your account because we have just
upgraded our online security parameters to make your PayPal
account and information more secured from online frauds,
so we request that you reconfirm your PayPal details with the one
we have on file before you will be able to send and receive money
online.

your PayPal account now.
Note: NOTE: The form needs to be opened in a modern browser which
has javascript enabled (ie: Internet Explorer 7, Firefox 3,

within 48hrs may result in further account suspend or eventual
account closure.
