It wasn't long after that a friend of mine and I started to do web pages for our college - in the beginning it was free for one of the professors we had but later turned into a few paid jobs. I stopped when I graduated but my friend continued and got paid well for several years, even expanding to some community sites (like the local fire dept etc.).
Also, former Telnet apps like MUDs were getting a second wind (and continue to do so until MMORPGs took over) so we even got paid to develop and expand some.
The mid 90's was an exciting time for people like us.
Now all it takes is Wordpress (yes, I'm guilty) and you can have a website up - no more hours (heh..) of programming.
