If you don't have any idea then better off not developing it. It should tell you what it wants to be by it's wording. Also it is a .co. As you don't know what to do with it then it is better to have a .com you don't know what to do with because at least any money/time spent on branding won't get wasted by traffic bleed.
However this is one of those domains that I would let drop if it had no interest after a year or, if I renewed, would sit parked waiting for someone else who does have an idea what to do with it
