I see this on so many sites; they're obviously parked pages. What are they, and how do I go about buying the name?

Try looking up the Whois for an email address and sending your proposal. But keep in mind, if the domain was for sell, there would be a notice about it. Send one email and if there is no response, leave it alone.

they are all probably parked with domainsponsor, as that is their "default" tag line


though on some ppc sites, you can put in your own "tag line" and i've used that slogan also.
