Is this a clearly illegal and immoral way of blood-sucking while piggy-backing onto someone else's efforts and ideas, or is this a new way of leveraging the playing field in the realm of cybersquatting?

The U.S. government is ultimately at fault for any possible confusion, since vanity names are strongly discouraged in the .GOV namespace.

With that said, the .ORG site should add a *clear notice* indicating it's a protest site and not the actual U.S. govt site, otherwise they could run into static by the U.S. government; could be off the radar variety of interference, such as the .org site mysteriously not appearing in major search engines, such as Google.
