Use Google AdWords and only show ads on Google.com (not on content network). Use budget optimizer to get most amount of clicks for your money.

Unfortunately your budget is likely too low for a good CPA deal so your best bet is likely CPC. If you are in online gaming, I try Roar.com/Fabulous.
You could also open your own affiliate program and try to find good affiliates. You will however need to pay them well. Likely over $100 per poker signup for example.

Likely well into the five figures. I wouldn't ask a CPA network to carry my offer unless I had tested a very well optimized landing page with good conversions and was looking to spend at least $20,000. At $100 each that's only 200 new customers. Many of the larger CPA networks have single publishers who could push that in a day. These are the valued accounts :)
