Where to transfer a .fm domain?

I have registered some .fm domains with NetworkSolutions in the past and I see that Moniker offers them as well - however when I just tried to transfer in an existing .fm to both of these registrars, neither would accept it.

Any reputable registrars out there where I can accept a .fm transfer? Preferably the cheapest possible option, they are quite pricey. Also one that does not charge fee's for transferring, pushing or changing nameservers.

It isn't listed on that chart and the only way to select the ccTLD is from a drop-down menu. Please advise how to do it with GoDaddy, if possible.
