I received no response in the content development area, so I'm trying it here.

I have two domains with the same keywords; the .com has a dash between them, the .net does not
xxx-xxxxx.com
xxxxxxxx.net

Which would you develop?

Also, if you are going to link sites, does it matter a great deal which page of a site the links are on?

Develop the second domain and try to buy the .com...

I agree completely. develop the .net and try to buy the .com in the mean time you can always have the current .com you own just forward to the .net as well

If you are developing for search engines only it doesn't matter, and the .com might be better for that because the words are separated and clear. Search engines don't seem to mind the hyphen at all. If you are developing to advertise to people in print then the .net might be better. In any case try to buy the .com like others suggested, unless this is just a minor project.
