Well ... if you read the linked above more carefully, you can tell that there are 18 different ways to fulfill the "Canadian presence requirements". Basically, you need to be a Canadian (individual or corporation) to be eligible. But then it would be difficult to enforce except by asking the registrant to explicitly sign a TOS during registration (and that is why registering a .ca domain is a more complicated process). HOWEVER, having a Canadian
address does NOT necessarily mean that you are Canadian, or vice versa. Of course, there are some silly registrars out there using simply the address field to filter out ineligible registrants. Hope this answer your question.
